So, I'm walking back to my car from class, and I hear this guy calling to me, and he looks normal and about my age, so I stop to talk to him, and the following conversation occurs:

HIM: Miss! Excuse me, miss!
ME: Yeah?
HIM: I'm taking a survey...
ME: Yeah?
HIM: Have you ever been with a black man?
ME: No...
HIM: If you had the opportunity, would you?
ME: Yeah, probably
HIM: When do you think the time would be right?
ME: ... uh, sometime after you've learned better pickup lines, although A+ for effort.
HIM: Oh. :(
ME: Sorry dude!

And I run off. OH MY GOD WHAT WAS THAT WHY ARE PEOPLE HITTING ON ME???? Apparently I am still scared of boys.

LOL I would guess this guy is a numbers guy. He reasons, if I ask enough women this opening line I will eventually get a date. I give the guy credit for being direct. You definitely should feel good about being hit on :D

No offense, but I wouldn't have put it like that... I can see why you'd be a bit startled (that IS a strange question, and yeah, a bit of a tacky method), but I dunno, I would've just gave him a smile and said something like, "I'm actually on my way to work." The guy seems harmless enough.
